Prepare RFP for data migration from QBO to Xero

I need an RFP document with the following sections which I can send to data migration providers. The RFP document is for data migration from QBO to Xero.
The RFP should include the following sections:
1. Introduction
2. About the company (leave it blank, I will fill out the information)
3. Project background and Objectives
4. Project scope and approach
5. Project deliverables
6. Project schedule (tables of deliverables)
7. Project governance
8. Post migration checklist
9. Commercial terms
10. Evaluation and award process
Indicate when when "actual" data must be added into the rfp, and I will plug in the numbers. Things such as: the volume of transactions to be migrates from QBO to Xero is BLANK (this is where I specify the information), .....
