Troubleshooting Symantec sepm manager 14.3 ru1 mp1 client count

Hi All , We recently upgraded the symantec sepm manager from 14.2 to 14.3 ru1 mp1 build 3580.1100 . on two different servers of 2016 . On one of the server the the upgrade been successful .but on the other experiencing issues with the client count only showing 232 out of 693 .
performed replication between the sites a couple of times but still the issue remains the same . And also a folder ( New-Symantec ) been created on the replication partner not able remove even with symantec clean wipe tools or even after full uninstallation of Symantec software . but now the issue to troubleshoot is teh client count on both replication partners not the same .
