IoT Systems Architect / Developer for Server Development Required - Experienced Only Need Apply

We have a requirement for a System Architect to help us design and implement Server side of an IoT platform. The key requirements are:

1) We have potentially 1- 512 slaves devices (will grow to 5000) that we will want to open TCP sockets at the server.

2) Server will accept only from "pre-configured" slave devices (matching unique id).
Otherwise it will close any other connection straight away limiting access.

3) Slave devices will keep their connections active 24/7 with server and keep exchanging data.

4) Server will accept any data from slave and parse and push to database.

Experience:
We are seeking a Systems Architect / Developer who has implemented an IoT Server Architecture and can demonstrate this.

We are seeking to best understand the best way to deploy this and open to an architecture/platform specific solution i.e. AWS, Azure, Ubuntu Server with associated architecture to deliver our above requirements.
