Developing a web application based on DLMS protocol that is connecting to a gas meter as an iot device

Hello…Good day,
This project is to build a web application (based on DLMS Protocol by using the Gurux library) and a gas meter as an iot device must be connected to our web application by GSM Simcard through the Internet connection…(The programming language should be c# in the asp.net core3), and this web should receive data from the device and shows it to the user. This device also has an installer software(GUM Communicator) that the user uses it to install the device ... Our main goal is to build the mentioned web application. (There is also a sample that can be used to build a web application. You can get ideas from it). also the Job description is written in a pdf attached file completely again.
The device does not connect directly to the database, the status of the device first should pass through the web application. The device is not able to connect to the database, its software does not know how to do this, its software only recognizes the DLMS protocol. it should Connect to the web with a GSM SIM card via the Internet using the DLMS protocol.(there is the file of GUM Communicatir included its codes in visual studio that I send you and it used the gurux codes and we can use also some codes of this communicator, and also I send you the Gurux library .(In the gurux library we have to use the DLMS NET folders and inside this we have to use the Listener folder and also we should use the DLMS COMMON folder in the Gurux library)… After this step, in the third step, we go to the database, and I will send you its backup, which is Sql, and we have to develop a web application offline without connecting to the device in that level.
Please note that the device is connected to the GUM Communicator with the usb port, but we want to connect the device to the web application by the Internet with GSM SIM card and get data from the device and we must use the Gurux codes as mentioned ...
also please note that the data transfer from the device to the server that is done by the web application must be done with the DLMS protocol, this protocol is for gas meters, which I will send you the Gurux library that contains dlms codes(Specially use from the folders that I mentioned above) ...
In a summary, I want a web application to which the device connects with the dlms protocol, and this web application can receive information from the device and send it to the database, and the database also sends the information to the web application ...
And the user uses the Http protocol to communicate with the web application, the web service API does not need to use and only data transfer can be done with the dlms protocol as I told...
(It should be noted that this program should be written in C # language and in asp.net core3 and based on dlms protocol using gurux library…. and please explain for me each level completely during doing the project, and please able to access my system to connectiong to the device specially in the firt levels of the project)
I emphasize again that this program should be used in C # language in asp.net core and based on the dlms protocol that is inside the gurux library. Also, please explain step by step during the project .... and please implement the maximum amount Have access during the day to connect to the device….
