Building a smart watch

I am looking for someone to design and develop a smart watch that fits within a budget of $500-$1000. This watch should have all the essential features such as fitness tracking, voice control, and mobile payments. It's important that the watch be compatible with either Apple's watchOS or Google's Wear OS, or both if possible. If other operating systems could work better please let me know. I'm open to your suggestions on how to make this the most cost effective and successful project. Lastly, please be sure to include an estimated timeline for the project. Thanks!
