Welcome business email

I'm looking to hire a marketing writer that can write out 2 welcome emails.
1. New business email - This email will be for trying to get new business. None of these owners know us and know we are reaching out. I say this because we need an email letter that will attract them to open the email and read it.
We are a web agency and provide, web design. web development, graphic design, branding, and SEO. You can leave the company details and info blank as we can fill it in.
Since we are not very good at this side of things. We would need you to come up with everything (turnkey)
I can only say it has to be creative. They don't know us and we are hoping to get their business and trust from the email. The starting goal is to Welcome the local business and introduce ourselves along with the services we produce.
The end goal is becoming a customer.
2. Follow-up business emails -
If we don't hear from them in 2 weeks we will email again. It will be a follow-up. This is our last shot.
We have to think outside the box here. I will try to give you the creative freedom for that.
