Website promotion on targeted websites

I'm looking for a freelancer to help promote my website which is based on sports prediction specially during live event in Cricket. I'd like to focus on paid ads across industry-specific websites with a international reach my main target is Asia (India, Pakistan, Bangladesh, Sri Lanka). We have list of websites and we need to target their clients. I would like to target the specific websites and I need to display ads on these websites either by paid advertisement or by SEO.
