User acquisition for a weather/outdoor iOS app

I am looking for a skilled freelancer to help me with user acquisition for my weather iOS app. The target audience for the app is outdoor enthusiasts, so it is important that the freelancer has a good understanding of this audience and knows how to effectively reach them.

The methods for acquiring users could be social media, App Store optimization, and eventually paying ads. I believe that these methods will be the most effective in reaching our target audience and generating a large number of users.
