The Tip Analyser merch set up

I am currently having an app created to sit over my website. I need to someone to help set up a google store account and an app store account/ itunes account. So i can place the app on them to get it out there. We have someone building tge apps but they can't create the accounts for us. We have tried looking at youtube tutorials with no success.The accounts must be in The Tip Analyser company name. We also must have total control of the accounts once created. Is this possible?
