Target Market Expert Needed

I have a website that I'd like to drive a targeted individuals to. I believe these will need to be through Google search engine, Facebook and possibly Twitter, although I'm open to suggestions. The person I hire will need to be completely knowledgable with all aspects of the complexities of market through each one of these venues by the most cost effective method. I'm not in as such looking for just guidance. This will be a hands on approach that you will undertake on my behalf. I will expect any and all logins and passwords created in the process to be relayed to me. Reporting progress, issues, concerns will be also be expected on a regular basis. This is a project that could result in it being an on-going regular one provided the results warrant that. With that being said. What I do NOT want is, random computer generated traffic sent to my site. This is also not an "OK I did this now pay me job". I will pay you of course, but I expect to see results first. Those results being Facebook ads and such, account activations etc. If your just looking to make some quick money by doing as little as possible as fast as possible, please do not respond to this post.
