Swim Business Marketing Program in India

I'm looking for a comprehensive marketing program for my swim business in India. The primary goal is to generate leads and sales, specifically targeting potential franchisee business owners who would spend 20L. To purchase our franchise. Aside from this, it would also be great to have a relationship with a marketing professional who will also do the marketing for swim students to join our program. The first focus though is to find somebody who would be a great fit for a franchisee.
