Setting up a monthly news letter to be sent to current clients

I need a free lancer to set up a monthly news letter. I will provide the information to be included in the news letter and send to the freelancer. I need the free lancer to set up the initial layout and organize the information into a news letter format each month that can be send to clients. I would also like this free lancer to assist in setting up an email or text campaign of the news letter that can sent out to existing clients monthly.
