Set up targeted ads to find users with large amount of inbound messages

I'm working on an iOS/android chatting app and we are looking for first users. The app is intended to be a tool for experts or influencers in various niches of expertise (nutrition advice, fitness coaches, doctors, relationship coaches, astrology, etc.) The idea is that experts/influencer can communicate with their clients through this app and clients will pay for every message that the expert/influencer sends them. This allows expert/influencer to be paid for their answers and gives clients a priority channel to contact their experts. Our app charges a commission on the payments made from clients to experts to compensate our costs and make our business sustainable.
I need help to set up target ads to generate leads/downloads for our app. The qualified leads should be experts/influencers who already have clients they work with and have inbound messages that they would like to monetize. Ideally the end product would be the list of experts/influencers who indicate their interest in the app and I can check out their profiles to see if they seem to meet the requirements. I can hire another freelancer to build a simple web-site where people can sign up to indicate their interest or if you can do it yourself that will also be great!
