SEO for a web on-site and off-site -- 2

I have recently created a new web called www.lacasadelsap.com and I need someone to do on-site and off-site SEO. The web has been created on PHP so someone with PHP skills will be an advantage.
the keywords research is already done and a couple of text have been written to push up the link creation.
the website is either english or spanish but we will do SEO for both ( don't worry about the spanish language is my mother tongue)
It would be good someone who is based in europe or america, I was working with an indian guy and I got views from there but is not a good market for my content
let me know what you can offer, I am planning to start the project by the beginning of the next week
