SEO Optimization for my website onpage/offpage - Milestone basis

I am looking for SEO optimization for my website for kid's party hire business in Melbourne Australia. Should be able to do onpage/offpage SEO. You have to tell me what your offering doing it to get above the competitor. But expect atleast
alteast 15-20 keywords for the first 3 months mapping to 5-7 pages on the website. Good DA backlinks and please provide your quote on how many backlinks as well as there score you post in a month. Also want to see sample reports you provide to clients and at what frequency.
I want to work on milestone basis. 1st milestone to identify the keywords check onpage and offpage SEO and comeup with the the list of 20 keywords which we target and post backlinks to start the process. 2nd and following milestone will be on % basis(we can define that together in the beginning). for example, we will 30% of the keywords on the first page, next one will be 50% of the keywords on the first page.
