Marketing strategy for a university

I would like to create a marketing strategy and plan for a university that offers diploma , bachelor and masters in Qatar and would like to promote it locally and internationally using different media channels especially online . i would like to keep in your mind that the brand is new and it was college and has been transferred to a university that offer bachelors and masters .
