Marketing campaign for paid Tech Blog

I'm looking for a freelancer to run a marketing campaign for a paid tech blog about automated trading. The target is to get around 100 subscribers. The tech blog is relatively new but I have posted a number articles on Medium and have around several hundred followers there. The freelancer would develop the marketing strategy (e.g. Google keywords) and execute it. I will pay for the marketing costs - within limits. I would like to keeps the costs small for this project. This is a small project - I am not expecting the freelancer to spend a lot of time on it.
