E-Mail Marketer to build a list

i am in need of somebody who is experienced in list building via E-Mail Marketing. I made a new dating website. This side is working in Germany, Austria and Switzerland. To support the side with potential members, I want to order a freelance person who could take over the job. Creating a E-mail sending programm (mailchimp or others), planing e-Mail campaines, organizing list building, white list making, controlling E-Mail list to keep it "clean" so no doubles, no fakes, no or less spams.
