Looking for Agency to Manage SEM Google Ads

We have some campaigns for Google search and I would like to find an agency more experienced to manage all of this more specialized.
Specifically, we have a nationwide pest control campaign that we would want you to manage. This is a Google search call campaign where there are search terms, the users search for the terms and call into our phone number. If things were to go well on this campaign, we would also have a similar one for nationwide USA on flight booking.
The objective would be to get a cost per call at $20 and under for all of these.
