Lead Opportunities

I am looking for a freelancer to generate leads for my company within the local area. The type of leads I am looking for are web leads. I have an idea of the target audience I'm looking to reach, so ideally the freelancer would be able to develop a strategy in line with this idea. I am looking to create an effective local campaign that will find suitable leads for my business. If the freelancer has ideas that are outside my target audience, I am open to them as well.
