Increase CTR on Google ads -- 2

I have created a campaign on google ads but the issue is that the CTR is low, i need someone to help increase and this metric and hence, the website traffic. payment will be made after week trail, if the CTR increases, then payment will be made, if not, then we will consider the work was not done.
