Improve sales setting up a marketing campaign (ie. Google AdWords) vs long term visibility improvement (ie SEO)

Hi, I am owner of a Dutch website called www.italiaansetassen.nl, selling high quality Italian Leather bags in the Netherlands via our web shop. Sales has declined over the years, so we are looking for an expert to help us finding ways to improve sales both on the short term (ie Google AdWords campaign; have had several campaigns before but stopped due to high cost and low returns) vs on the long term (ie SEO/ link building). We are open to other ways to improve sales and to testing.
As we are a Dutch company, a (native) Dutch speaking person is needed/ preferred and as we are a small company, budgets are (very) limited. We are looking for an affordable expert, willing to take on this project with a lot of enthusiasm. Affirmation with luxury goods and the Dutch market is preferred.
