Google marketing, campaign setting, remarketing on entire google platforms

We are medical clinic in Berlin and would like to launch a campaign related to Botox. Google does not allow botox campaign so we would like to launch it anyway but using different wording or basing on different problems that can be treated with Botox.
I am looking for a Google marketing expert to help me set up and run a campaign across various Google platforms. performance based campaigns tuning. We had some bad experience with freelancers who did not bring results so long chain german keywords are necessary to increase the conversion rate.
Perhaps a company who is German or has germany experience will be preferred.
Specific Google platforms to be included in the campaign are Google Search, Google Display Network, and YouTube.

My main goal for this campaign is to generate leads for my website.

Although I do not have an existing budget, I have a budget in mind and I am open to suggestions.
