Google Ad Campaign setup -- 2

I am looking for a Freelancer to set up a Google AdWords campaign for me. The type of campaign I am interested in is a Search and Remarketing Network campaign. I have a specific budget for the campaign, and the desired outcome is to generate leads. I need someone who is experienced and knowledgeable about Google AdWords, I will provide possible headlines and descriptions am open to setup options. I am NOT looking for management of this campaign! This job is only for initial setup of the campaign ad sets. I am not interested in ongoing management. Only inputting the parameters and copy of the ads into the Google Adwords realm.
