Google Ads Campaign to run in another country (eg. Israel, Germany etc) for minimum 3 months

We are creating a campaign for a client to advertise their immigration services in Australia. The ads will be targetting professionals in a specific field in another country such as engineers, scientists, chemists etc (yet to be determined) letting them know there's an immigration agent in Australia that can help them move here. My client is an Israeli native, so there's a good chance that will be the country we start with for language reasons and she has good word of mouth there. It may end up being a country in Europe though, or somewhere else. We're still to decide on this. I'm looking for someone that is a Google Ad Partner preferably, but it's not necessary. We just need to get good results for our client. We will be building a buyer persona, coming up with keywords, doing a landing page with a booking form, and doing artwork. We just need someone to run the campaign, manage it, keep it finetuned, and get good results. The spend will be approximately $1,000 a month to begin with. Ideally, we would like her to get 8-10 people sign up within the first 3 months. My guess is that will equate to about 40,000 solid impressions aimed at our target market. We were thinking search to start with, but if you feel we'd get better results from display let us know. We're targeting people who are looking for information and ways to be able to emigrate to another country, with Australia being part of that decision set. The campaign will run for a minimum of three months so we can get traction, however if it's successful, could very well grow from there.
