Funnel For Recruiting Network Marketing - Business Opportunity

So I need a funnel who's only objective is to recruit. I work for a Financial Marketing Organization. We are licensed Life Insurance agents, however we represent multiple companies. The primary name of the game is to recruit agents and build a team.

So I don't need a funnel looking to recruit "life insurance agents", but instead, people who fit the target and are looking to make some money, and want the entrepreneurial life.

So basically, I want to run facebook ads, however I know that Facebook is against MLM and so I will need some sort of strategy or process to create ads that aren't blatantly promoting a business opportunity.

My main objective is to gain leads who go through the funnel, and ultimate opt to attend a webinar.

Now this webinar is separate from the funnel. Basically once an individual chooses to attend a life business webinar where one of the VPs is hosting, and then I will take that individuals name and phone number, so I can manually register them for the webinar. This is a webinar that the company hosts every night.

So I am looking for a funnel that can attract entrepreneurial individuals who willing want to attend the live webinar, where I will then manually register all of them, and follow up afterwards.

I don't know what this process looks like. I need it to go from Facebook ads, to opt ins with the webinar, and I will deal with everything from that point.
