Expert in online marketing for my site about casino online and bets.

I'm looking for a person or agency expert in online marketing for promote my website about casino online and bets. I don't need SEO for organic traffic, I need that you manage paid campaigns in many marketing network like: search engines, social networks, CPA networks, popups / popunder, PPC, PPV, influencers, email marketing ...etc, etc. Also I need you create the landing pages, banners, images and everything needed for that campaigns works.
For start I only need that you start with 3 south american countries, after some weeks, we can continue adding other countries.
Same of above about the budget, we can start with a little or medium budget, after I check that everything work good, I will increase the budget x10 and after x100..., etc.
The idea of this project is work for very long time.
Please send me in your proposal all about you skills about this project, which type of marketing and channels you will use (ppv, ppc, ppm,...etc), if you have experience doing marketing with sites like mine. in how many time you will get ready campaigns or how is your working method.
