Email marketing contractors

I'm looking to get a hold of contractors within the United States who file insurance claims for homeowners and do the work. I'm trying to onboard them to my public adjusting firm so that we can manage all their claims automated through a virtual process and applications that we've created. I need a strong email marketing campaign and if I find the right person I won't just use them once but they will be my email marketing guy and we can work out compensation for future work.
