Digital marketing - target specific audience in a EU/Switzerland region

I am looking for someone to provide advice on how to target consumers with Indian/Middle Eastern/South American background in the EU/Swiss region, organically (i.e. no paid ads -- social media etc.), and inorganically (paid ads).
The website is already set up, SEO is good but in English. Etsy shop is also set up and SEO optimized, but all in English. It is important to note that consumers with these background in this region likely speak the local language (German/French/Italian etc.), including their native language, but it's not necessary to translate to their native language as they would have lived in the EU/Swiss region for some time.
