Create a giveaway promotion and get college students to sign up from 1 college

I built a dating app and I want to run a $100 cash giveaway and to be eligible for the giveaway you must register for my dating app. I want to specifically target one college to get users to sign up so they are all geographically close together. I want to make sure there is also an even balance of males and females who sign up.
I would like to get a minimum of 500 people to signup.
We can use a managed website to do the giveaway or whatever you think is best. You will be responsible for finding the college students and getting them to sign up. You can use social media or any platform to find them. You may want to target sororities and fraternities.
This should ideally be targeting a large USA based college.
