Create a Google Ads Shopping Campaign - Google Ad Wizz Required!

I have about 30 products on an online store. We currently have some google ads running however with bad conversion. I need someone to create and set up a successful campaign where my products show up in the google shopping pages. I will assist with keywords. I have 2 types of products, one range of cleaning, and one range of hand soap. Need advice as to whether to run 2 separate campaigns or if it's better to run 1. Proven success will result in ongoing hire to manage google ads and paid on a weekly basis.
