Bulk marketing campaign & SEO plan Facebook&Google

I am looking for SEO & bulk marketing consultant who can help me out with small scale project dedicated to enhance:

- search results in search engines of well known search engine algorithms;
- click ratio of search results for websites listed on Google.

This is small scale project, with duration of no more than 2-3 months in total. I would like to hire one freelancer who can handle all tasks combined.
