Brand Growth - social media channels, google ads, website traffic, google ranking -- 2

I own a small but successful personal training brand in London, England.
I am going to hire someone/an agency (from anywhere in the world) to grow:
Instagram followers through content/hashtags/engagement from 630 to 5000 followers
Youtube subscribers from 20 to 1000
Website traffic from 100 - 1000 unique visits a month
Google ranking top 5 for specific terms (Will be provided later)
I am keen to avoid generic quotes and 'white hat' SEO. I've built the brand over the last two years without much marketing/advertising and now need expert help.
I would like to see previous samples of growth in the above areas, targets you think you can achieve (e.g. 2k IG followers by X), how many hours a week you think is feasible, and your systems/process/problem solving to ensure targets are met.
The work will begin from Jan 2023 and we will agree on milestones to ensure both parties are happy. The success is measured against targets set, again I highlight the need to not apply if you are sending generic quotes and sales terminology.
