Instagram Tool Development Needed

Hi,
I need to create an Instagram tool website or app which searches on Instagram app or website related to a keyword like dermatologist and shows all profiles under specific number of followers. The tool also must have a feature to search stories text in Instagram, for example if I search for video editor on that tool it should show me every account which has published video editor text on their Instagram story. Like hiring for video editor story then if I search video editor then it should show that number of unlimited profiles.
If any other feature can also be added then it would be great. I don't have have specific requirements related to any programming language but if the website or app can be responsive then it would be great.
