Instagram Data Retrieval Tool

I'm seeking a skilled developer to create a web-based Instagram API. This tool will be used to retrieve and store as well as regularly refresh public data for users, their followers, and their activity without requiring any kind of user account level platform authentication.
Key Requirements:
- The tool will retrieve public user profile details, follower/following lists, and user posts and activities.
- This will be a basic, scalable "querying" style tool - designed to retrieve data in bulk for many accounts.
- The initial focus is on any available public data that does not mandate authentication or tokens.
- Compliance with platform rules and API limits is a must while maximizing scalability
Ideal candidate will:
- Have experience with Instagram (and ideally similar influencer platform) APIs and data retrieval.
- Be able to create a robust and scalable web-based tool and appropriately store the data.
- Be familiar with best practices in data extraction and handling as well as platform compliance.
- Be able to work independently and deliver a high-quality, bug-free, well documented product.
