Looking for an architect

I’m looking for insight into planning an entire floodplain redesign for a small ground floor apartment 43m2 which would hopefully include the creation of a living room dining area with two small additional rooms (bedroom/office/spare bedroom). Ideally an architect living in or with knowledge of German building laws. Think Never Too Small approach to smart space saving techniques that help to make the apartment feel bigger and brighter than it is :)
