Cloud Strategy for IT Company

I am looking for a freelancer to help develop a cloud strategy for my IT company. Our current IT infrastructure is a hybrid model, with a mix of on-premise and cloud systems.
My primary goal with this cloud strategy is to improve scalability, allowing our company to easily expand and adapt to changes in demand.
I am considering Microsoft Azure as our cloud service provider.
Ideal skills and experience for this job include:
