Arabic InDesign Proposal Design Needed

I am preparing a 20–30-page A4 portrait proposal for a national school sports and talent-identification program in Iraq. The document has to impress senior government officials and secure funding, so every page must feel formal, modern, and premium while flowing flawlessly in Arabic RTL.
Content & style
• Goal: persuade decision-makers to fund the initiative.
• Visual language: clean, contemporary colour palette of your choice—just keep it energetic yet authoritative.
• Expected visuals: clear charts and graphs, engaging photos of students in action, and concise infographics that translate data into quick insights.
Technical requirements
• Adobe InDesign only (Arabic-enabled version).
• No PowerPoint or Canva substitutes.
• Full RTL typography, paragraph styles, master pages, and consistent grid.
