adobe indesign vector note frame shape

I want a vector notepad for an indesign project .Notepad should be resizable and should have a place above to put icon. I will use it as a template to many notes inside the book , so i should be able to change the height without ruin the image/vector. i upload some images that shows the existing frames(notes) we use right now at the book. I also upload some images from shuttlecock of how we want the new frame template . So feel free to ask more details. The main goal for the project is to be able to increase and decease the vector inside indesign in order to put small text sometimes , large text other times, without ruin the edges of the frame .
