Type jpg file and convert into pdf.

I am looking for a freelancer to help me with a project to convert a medium-sized jpg file (1MB - 5MB) into a PDF file. The PDF file should be editable and I have some ideas for the layout that I would like to discuss further with the freelancer.

Ideal Skills and Experience:
