TIFF to InDesign for CNC

I have a large TIFF photograph that I need to convert into an InDesign file suitable for a CNC machine. The output size should be 3x4 feet. I'm not sure about the specific design elements that need to be included, but I would like the final product to be high quality and visually appealing. This is for a fine art show.
