New Hire Onboarding File Designer Needed

Seeking someone to fix, or create a file: for new hires to complete onboarding forms.

Currently, when new hires join our agency, they receive and fill out mountains of paperwork. My agency will not move away from having hand signed forms and documents.
 
Before someone is hired, we mail a packet containing forms to complete and turn in on their first day along with other agency information.
When they arrive on their first day, (aside from the documents they’ve received in the mail), we provide more forms to complete. So they’re stressed by starting a new job, and now they have to shuffle through all these forms and papers, it’s a lot to deal with.

I’ve already started the process of changing this.

My idea is this: new hires will still receive the paperwork in the mail (I can’t change this), however when they arrive, they’ll sit at a computer and complete the other documents digitally, in a pdf or some other file.

They’ll fill the information in, click print and will be given the documents to sign that were filled in by the computer, and the other set of documents that contain information for them to keep for reference later.

My knowledge is limited on how to best implement it, and we have virtually zero computer programs to achieve what I need, aside from adobe pdf pro. I’ve spent a great deal of time trying to perfect what I’ve made, but issues keep popping up.

So far I’ve made a pdf with fillable fields. It’s a Powerpoint that I converted to a pdf- so it’s something to look at, rather than form after form on the screen. I have it set to open full screen so they don’t see the tool bars and everything else in adobe. Then at the back of the file, I added all the forms that must be completed along with the agency reference documents. The fillable fields are copied onto the forms, to limit the amount of times an employee has to enter their information.

Essentially I don’t want the employee to see the form on their screen- I just want it to look pretty; the trainer at the front of the room will have each and every form shown on the TV for those purposes.

Aside from the fillable fields, the file is set up with navigation buttons and printing buttons. My very limited javascripting has the printing button set to print the specific pages.
 
These are my biggest concerns with this setup: Since it’s a pdf, and I have it open in Adobe- I can’t turn off all the other navigation options (mouse scroll wheel, keyboard arrow keys, page up, page down). I just want them to click where they need to click and see what they need to see without something going wrong and ending up in the wrong place in the file.

I’m looking for someone, if this is possible, to make me a file, that I can edit later (when our forms are updated) that, regardless of what pages and forms are where- a new employee can fill out a few fields, learn about our agency, hit a button to print the documents, sign the forms and move on to their unit/department. I don’t need it too fancy. If this can be done without the forms being inside the pdf or the file, that’s fine. Just so long as it looks professional and functions as needed.

We don’t have a website, so it can’t be an online hosted file. I’m using my own personal money to fund this because I can’t spend any more time on this project. I need to move on to other things that need my attention.
