Design booklet in InDesign

create a commemorative booklet - a doc that shows text and all images. 8.5" x 11" final trim size. The doc shows it to be a 22-page booklet (not counting cover). I feel this could be done in 16 pages + cover. I have attached the content doc so you can see the text that will be included. Must be built for print production with bleeds...
