8.5"x14" Collage PDF Creation

I need a designer who can create a PDF for me with 11 photos laid out in a grid style. The photos will need to be labeled with the names directly on the images in a Sans-serif font.
Key Requirements:
- Create a PDF of 11 photos on an 8.5"x14" (legal) format
- Layout style: Grid layout
- Labeling: Names on the images
- Font Style: Sans-serif font
There should also be one section of the document left for me to write a small paragraph about where I got the photos and why they are being used as prominent people in a speech I am giving. This section should be the same size as the photos.
