Create email accounts in CPANEL using php or python

We have created a mail server.
But we , need help with user registration or account creation for our mail server. Where new email accounts can be created from our admin panel. [for example: in GMAIL people can create many accounts]
If the developer has previous experience building mail service using DJANGO or similar fields can bid on this project.
