de-blur and restore images cropped from CCTV video

we have a video extracted from a DVR device, showing a robbery operation occurred, the CCTV cameras shows the robber face but its not clear, we are looking for someone who could apply maybe algorithms or deep learning techniques of image processing in order to recognize the faces. in addition to that, the robber is coming out from the street.
