Recover Inaccessible JPG Photos

I have a folder of cherished family pictures saved as standard JPGs that I can no longer open. Every image returns an error in Windows Photos, Preview, and the handful of repair utilities I already tried (Stellar Repair, PhotoRec, and a couple of online services).
What I need is a dependable method—script-based or manual—to bring these files back to a viewable, intact state. If true decryption is required, I will supply any header samples or partial originals you may need; if corruption repair is the answer, please return the recovered files plus a short note on what you did so I can repeat the process for the rest of the batch.
You’ll receive a test set of about a dozen images via a shared drive link. Once those are successfully restored, we can move on to the full archive. Final delivery is simply the working JPGs (same resolution as originals) and a concise walkthrough of your steps or script.
