Photo Placement on Sprocket Frame

I need help placing 7 or more JPEG photos into the open areas of a scanned image of a bicycle sprocket, which I'm using as a picture frame. The arranged photos must fit inside the sprocket. I am attaching an example of an attempt of a couple of the items I want so you can get an idea of what I am looking for.

Requirements:
- Modify and arrange photos based on a rough idea I provide
- Deliver in a high-quality digital format

Ideal Skills and Experience:
- Proficiency in image editing software (Photoshop, GIMP, etc.)
- Experience with photo manipulation and layout design
- Attention to detail and creativity
