Filtering or Depixeling a small video -- 3

I have a very small video in which one white Creta car is visible in front. It comes nearer to the camera from 00:00:41 to 00:00:49; after that, at 00:00:52 to 00:00:55, one Baleno car comes.
My Baleno was stolen in the wee hours by the thieves who came in Creta.
I can neither identify the car number plate nor any driver/passenger.
Authorities are taking an easy route by issuing no-trace certificate for insurance.
Can anyone support?
Please note that the project will be considered complete only on identification of number plate or Creta. Other identifications will be paid extra.
