Enhance Tag Flag on Fishing Boat Photo

I have a high-resolution shot of a boat on the water and the game-fishing tag flag that should be flying from the outrigger pole is barely visible. I need the flag rebuilt or overlaid so it reads clearly yet still looks as though it was captured in the original shot—matching angle, motion, lighting and any reflections on the pole. Nothing should feel pasted on; when the edit is done the viewer must believe the flag was there all along.
